ARTICLE I
GENERAL
Section 1 NAME
1.1 This
organization shall be known as the Iowa Chapter of the Association of
Public–Safety
Communications Officials-International, Inc., hereafter
referred to as
APCO-IA.
Section 2 CHARTER
1.2 This
chapter is chartered by the Association of Public Safety Communications
Officials-International,
Inc., hereafter referred to as APCO-INT, and covers the
state of
Section
3 PURPOSE
The purpose of this organization shall
be as follows:
communications and
intercommunications and to promote, through example
activities of the
several town, city, county, state, and federal public-safety
agencies, and
of the communications units therefore, as well as to promote
harmonious
cooperation between these agencies of the
and other such
agencies of the world’s nations to the end that the safety of
human lives,
the protection of property, and the general welfare of all people may
be benefited
to the highest degree.
3.3 To aid in the development of the channels, methods,
systems, and all other media for the rapid and accurate collection, exchange,
and dissemination of information relating to crime and criminals, emergencies,
and other vitally important information of a public-safety nature.
3.4 To
further, by active effort and example, the cooperation between APCO-INT
and the Federal
Communications Commission.
3.5 To provide technical and operational
expertise to public-safety organizations
equipment,
the operation thereof, and in the training and professional
development of
telecommunicators, managers, and supervisory personnel.

3.7 To
provide for membership in the chapter in accordance with the language
of its constitution and
bylaws now and which may later be provided and in effect.
Memberships in
this chapter shall be of such classification and having such
rights,
requirements, privileges, and restrictions so as to be in keeping with the
purposes and
intents of APCO-INT.
3.8 To
make formal petitions, by way of resolutions in proper format, and

constitution and/or bylaws of APCO-IA.

Section 4 PUBLIC
SAFETY
4.1 Public safety is
defined as that function of government which provides public services concerned
with law enforcement, forestry, conservation, fire, highway maintenance, emergency
management, and other related activities supported or endorsed by state and
local governments.

BOARD
OF OFFICERS
Section
1 DESIGNATION
1.1 The
board of officers of this chapter shall consist of the following: president,
vice-president,
secretary, and treasurer.
Section
2 ELECTION
2.1 The
officers of this chapter shall be elected in accordance with Article IV of the
bylaws.
Section
3 VACANCIES
3.1 Should
the president’s office of this chapter become vacant for any reason, the
office shall be filled
by advancing the vice-president. The new
president may
then appoint a
vice-president until the next election of officers.
3.2 Should
the office of secretary or treasurer become vacant for any reason, it shall
immediately be filled by
a temporary appointment by the president.
Such
appointee
shall serve until the next regular election of officers. The president
shall also immediately notify the
membership manager of APCO-INT of such a
temporary appointment.
ARTICLE
IV
MEETINGS
Section
1 REQUIREMENTS
1.1 This
chapter shall meet at least twice annually in accordance with the
requirements of
APCO-INT.
2.1 The spring meeting will usually be held
at the time and location specified by the executive committee.
2.2 The
fall meeting will be held within two months of the annual conference so
a report on the annual
conference can be given to this chapter.
In addition, the
election of
officers will take place at this meeting, with the newly elected officers
taking office January 2 of the next
year.
2.3 If
the chapter should host a regional conference, this meeting will qualify as one
of the
required meetings.
Section
3 CONFERENCE QUORUM
3.1 A
conference quorum shall consist of the voting members present at a regular
chapter meeting.
Section
4 VOTING MAJORITY
all issues except an
amendment to the constitution and/or the by-laws, in which
case, a simple majority vote of those
present shall be required, in accordance with Article V of the constitution and
Article VII of the bylaws.
AMENDMENTS
1.1 The
constitution and/or bylaws of this chapter may normally be amended only by
a simple majority vote of those present
at the spring meeting, in accordance with Article VII, Section 2, of the
bylaws.
1.2 If,
in the interest of time in an effort to comply with the intent of APCO-INT, or
if
deemed in the best
interest of this chapter, it is desirable to make amendments
during the
fall meeting, the procedure outlined in Article VII, Section 3, of the
bylaws shall
be followed.
1.3 The
constitution and bylaws committee may make non-substantive changes to the constitution in order to correct
errors in grammar, punctuation, spelling, cross-references
when the correct cross-reference is obvious, and the use of incorrect words when the correct word is
obvious. The constitution and bylaws
committee also may adjust the numbering of the individual sections to
maintain
proper numerical sequence and to maintain the consistent style and
format of
section numbering but not to change the relative order of individual
sections.
Such non-substantive changes shall require ratification by the
executive
committee.
Section 2 EFFECTIVE DATE
OF AMENDMENTS AND RESOLUTIONS
2.1
All resolutions passed and
adopted by this chapter in accordance with the rules set forth in this
constitution and bylaws shall be in force and effect upon the adjournment of
the meeting wherein considered and adopted, provided an exception to this
effect is not otherwise contained in the language of the resolution itself.
2.2
Non-substantive changes, as
defined in Section 1.3 of this article, that are submitted by the constitution
and bylaws committee shall become effective upon ratification by the executive
committee.
