Business Meeting Minutes

2008 8:00 A.M.
The Spring
2008 Conference business meeting was called to order at 8:16 A.M. by Iowa APCO President
Judy Flores,
The next item on the agenda
was the Iowa APCO Treasurer’s report given by Eric Nevins of the Des Moines
Police Department. The report for the calendar year January 1, 2007 – December
31st, 2007 showed a beginning fund balance of $11,766.12. Fund
income was $21,763 and fund expenses totaled $22,677.59. The ending fund
balance was $10,852.12. The account information for this year January 1, 2008 –
March 24, 2008 started with the beginning fund balance of $10,852.12. Fund
income was $1,556.65 and fund expenses totaled $2,594.73. The ending fund
balance is currently $9,814.04. The
Joanne Perkins Scholarship account had a beginning balance of $10,063.29 as of
January 1, 2007. There has been interest income of $506.51 and no expenses. The
balance as of December 31, 2007 as well as the current balance is $10,569.80.
This concluded the Treasurer’s report.
Motion was made by Billie Huffman of the Bettendorf Police Department to
approve the report. Huffman’s motion was seconded by Lora Phillips of
Eric Nevins then gave a
report from the Executive Council’s mid-year council meeting January 27, 2008.
The extensive report will be available online at the Iowa APCO website. Nevins
explained that highlights from the meeting included a 4.1% increase in dues
beginning 2009, the selection of Washington D.C. as the site for the 2015
International Conference, a report on the financial status of the 2008 budget
as well as the approval of the 2009 budget, policy manual changes, a Strategic
Governance Initiative report, information about the magazine evolving to
include web links with articles, and a resolution to work with NENA to co-locate future events. During the meeting APCO
International 2008 2nd Vice-President Candidates Barry Woodward
(FL.) and Gregg Riddle (IL.) addressed the Council. President Willis Carter
(LA.) also recommended that a review take place of the constitution and by-laws
for future revisions.
The next item on the agenda
was the committee reports.
Hess reported that the
vendor participation has been outstanding for the Spring Conference. She encouraged
everyone to patronize the vendor booths during the scheduled breaks throughout
the day. Hess also mentioned that the APCO International Conference is in
are due June 2nd, 2008 for the

Issues Before the Council – Some of the
current issues before the Council that committees have been established for are

council works very closely the the Office of the
State E911 Program Manager – Some of the current projects are:
These
projects are being or have been funded from the Wireless Carryover fund.
The
Council meetings are open to the public and I encourage everyone to
attend. The next meeting will be held at

· HF2366/SF2153 (Successor HSB587/SSB3114) Peace Officer Communication Equipment (Local Government) Allows a county to authorize the issuance of general obligation bonds for emergency services communication equipment.
This
bill increases the amount received by local PSAPS from 25% to 30%
SSB3219 E911 EMERGENCY COMMUNICATIONS FUND (Government Oversight)
Distribution and permissible expenditures of money deposited in the wireless
fund.

HF 247 E911 SERVICE BOARD MEMBERSHIP Requires that a city or township that operates a
volunteer fire department for the township be given voting membership on joint
E911 service boards. Does not include townships which contract for
services, but requires that the contracting city be given membership. (Local
Government) - Opposed

elections for Chapter Officers will be held during the business meeting. The
