Iowa APCO Spring 2008 Business Meeting Minutes

The Spring 2008 Conference business meeting was called to order at 8:16 A.M. by Iowa APCO President Judy Flores, Blackhawk County. The first item of business was to approve the meeting’s agenda. Motion was made by Lora Phillips of Johnson County to approve the agenda. A second to the motion came from Julie Twedt of Hardin County and the agenda was approved without opposition. Dave Murray of the Keokuk Police Department then made a motion to approve the meeting minutes of the last business meeting from the Fall Conference dated October 2nd, 2007. Chris Moore of Pottawattamie County seconded his motion. The previous meeting minutes were approved without opposition as well.

 

The next item on the agenda was the Iowa APCO Treasurer’s report given by Eric Nevins of the Des Moines Police Department. The report for the calendar year January 1, 2007 – December 31st, 2007 showed a beginning fund balance of $11,766.12. Fund income was $21,763 and fund expenses totaled $22,677.59. The ending fund balance was $10,852.12. The account information for this year January 1, 2008 – March 24, 2008 started with the beginning fund balance of $10,852.12. Fund income was $1,556.65 and fund expenses totaled $2,594.73. The ending fund balance is currently $9,814.04.  The Joanne Perkins Scholarship account had a beginning balance of $10,063.29 as of January 1, 2007. There has been interest income of $506.51 and no expenses. The balance as of December 31, 2007 as well as the current balance is $10,569.80. This concluded the Treasurer’s report.  Motion was made by Billie Huffman of the Bettendorf Police Department to approve the report. Huffman’s motion was seconded by Lora Phillips of Johnson County. The report was approved without opposition.

 

Eric Nevins then gave a report from the Executive Council’s mid-year council meeting January 27, 2008. The extensive report will be available online at the Iowa APCO website. Nevins explained that highlights from the meeting included a 4.1% increase in dues beginning 2009, the selection of Washington D.C. as the site for the 2015 International Conference, a report on the financial status of the 2008 budget as well as the approval of the 2009 budget, policy manual changes, a Strategic Governance Initiative report, information about the magazine evolving to include web links with articles, and a resolution to work with NENA to co-locate future events. During the meeting APCO International 2008 2nd Vice-President Candidates Barry Woodward (FL.) and Gregg Riddle (IL.) addressed the Council. President Willis Carter (LA.) also recommended that a review take place of the constitution and by-laws for future revisions.  

 

The next item on the agenda was the committee reports. Wendi Hess, Iowa APCO Vice-President, of Woodbury County reported on the Activities and Membership committee.

Hess reported that the vendor participation has been outstanding for the Spring Conference. She encouraged everyone to patronize the vendor booths during the scheduled breaks throughout the day. Hess also mentioned that the APCO International Conference is in Kansas City this August. The Joanne Perkins scholarship applications

are due June 2nd, 2008 for the Kansas City event and everyone is encouraged to apply.

Telecommunicator Training Board, Billie Huffman of the Bettendorf Police Dept. – no report and she advised since being appointed they have had no meetings.

 Issues Before the Council – Some of the current issues before the Council that committees have been established for are –

 

  • Technical Advisory (Standing Committee)
  • State Standard form for reporting all ANI/ANL, NRF and Misroutes (form has been completed and has been or will be distributed across the state for use)
  • Updating the PSAP Guidelines for Wireless 9-1-1 (has been updated and will be distributed across the state, there will be an addendum added
  • State Standards for Iowa Private Branch Exchange (PBX) 911 & Private Switch/Automatic Location Identification (PS/ALI)-(waiting to see what National NENA is going to do)
  • Standard process for 911 jurisdictions to be notified of MSAG changes at the local level
  • Wireless Accuracy Information - FCC Other issues are the FCC reopening wireless accuracy

 

Legislative Issues – HF 247 (will probably be passed even thought it does not change what is currently in Chapter 34A, SSB 3219 (council has formally gone on record supporting SSB 3219)

 

The council works very closely the the Office of the State E911 Program Manager – Some of the current projects are:

 

  • Iowa IP based 911 Network – Test bed agencies are WestCom, Des Moines PD, Polk County and at the Armory JFHQ.  Will start testing again in April.
  • Interstate Interconnection – ($525,000.00) The ability to transfer calls across state borders with the ANI/ALI information.  This interconnection has been established with Minnesota, South Dakota and Nebraska.  Working with Illinois and Wisconsin currently and hope to establish connect with Missouri in the future.
  • Wireless Grants – There is an application process to access the wireless carryover funds by the PSAPs through the local service boards.  This information will be reported to the legislative oversight committee on a quarterly basis.  As of 3-19-08 $1,168,630.54 as been obligated from the wireless carryover fund
  • Network Capacity Increase - ($200,000.00) This is for PSAPs that have been indentified as benefiting from adding an additional 911 wireless trunk.

 

These projects are being or have been funded from the Wireless Carryover fund.

 

The Council meetings are open to the public and I encourage everyone to attend.  The next meeting will be held at the Wallace Building Auditorium in Des Moines on May 28, 2008 at 10:00 a.m.  This is a change to coordinate with the Iowa Interoperability Governance Board meeting

 The following Iowa legislative bills are of  interest to both APCO and NENA

 

Bills Signed by the Governor:

·        HF2366/SF2153 (Successor HSB587/SSB3114) Peace Officer Communication Equipment (Local Government) Allows a county to authorize the issuance of general obligation bonds for emergency services communication equipment.

 

This bill increases the amount received by local PSAPS from 25% to 30%

SSB3219 E911 EMERGENCY COMMUNICATIONS FUND (Government Oversight) Distribution and permissible expenditures of money deposited in the wireless fund.

As of Today this bill may be passed. It is essentially meaningless as this can already be done.

·         HF 247 E911 SERVICE BOARD MEMBERSHIP Requires that a city or township that operates a volunteer fire department for the township be given voting membership on joint E911 service boards.  Does not include townships which contract for services, but requires that the contracting city be given membership. (Local Government) - Opposed

o        Passed the House 75-0; subcommittee in the Senate was held Wed. Feb. 13th. The bill has been deferred unless there is a compelling reason to move it forward.

The last item on the agenda under new business was a nomination for a Chapter Life Membership. Nancy Brady of  ILEA has sent a letter to the members of the Iowa APCO Executive Board nominating Jackie Laire of Montgomery County.  Jackie has been an Active member of the Iowa Chapter since 1988 and served as Chapter Secretary from 1990-1996. She chaired a committee to plan the North Central Regional Conference held in Des Moines in 1991 and also was instrumental in the planning of 1996 Conference.

Linda Gano of Dickinson County made a motion to approve the lifetime membership for Jackie Laire. The motion was seconded by Marilyn Stayner of Worth County. The motion carried with no opposition. Jackie could not be present at the Spring Conference but if she attends the Fall Conference the Executive Board would like to present her with a plaque and recognize her for her contributions to the Iowa Chapter of APCO.

 

The dates reserved for the Fall Conference are October 28th and 29th, 2008. The elections for Chapter Officers will be held during the business meeting. The nomination committee consists of Bob Seivert of Shelby County and Dave Murray of the Keokuk Police Department. Anyone with nominations or wishing to run for office should contact them.

 

Motion was made to adjourn at 8:37 A.M. by Julie Twedt of Hardin County. Lora Phillips of  Johnson County seconded the motion and the meeting was adjourned.
